Analysis of the history of Council Tax in Hampshire shows that the Tory Government, in 1993 -97 were guilty of inventing the Council Stealth Tax.  In the whole of the last 4 years of Conservative Government Hampshire received only 1.1% more government grant whist costs went up by 13%.  This cost Hampshire ratepayers an extra 50% in tax despite the Council spending at less than inflation. 

Brian Dash, who produced the analysis also revealed that, over the last 8 years of Conservative administration in Hampshire, Government grant has been 5% above inflation.  Despite this Council Tax has increased by 64%.
